The General Manager, Umuahia Capital Development Authority, UCDA, Abia State, TPL. Kingsley Agomuo, has disclosed that the Authority has started the process of procuring equipments for the construction of material testing laboratory.

With the testing laboratory, according to him, cases of building collapse would be reduced to the barest minimum, as materials would be tested before major construction work would commence.

Making this known in Umuahia, when the Nigerian Society of Engineers, NSE Umuahia branch visited him, TPL Agomuo, who said that the laboratory will be housed in the UCDA’s premises, disclosed that since September last year, when he assumed office, the Authority has been making a steady progress, which also include the acquisition of additional six (6) computers and ensuring that all the approvals done since the year 2022 were scanned into the system.

“The built Industry is like a medical industry, which goes with life and death. Anytime a building collapse is registered, there is an indication that somebody along the lines, did not do what he or she supposed to do in the building process”.

The UCDA boss who advocated for collaboration and partnership with the NSE Umuahia branch, maintained that UCDA run an open door policy and will not hesitate to accept inputs that will add value to the Authority’s mode of operation.

Presenting the address of the NSE Umuahia branch on behalf of Engr. Romanus Enyinnaya, the chairman, Engr. Chris Nwachukwu, the Vice chairman, called for a review of the act establishing UCDA to have Building Approval Agency and that of Building Control Agency as it is done in Lagos State, to help improve on the check and supervision of construction, thereby reducing collapse and quackery.

Engr. Enyinnaya who maintained that the Engineers remain a major stakeholder in the built industry, also advocated for the creation of building control department or agency to enforce and monitor what the approval agency certified.

The Chairman noted that over the years the  level of professionalism exhibit in the service delivery of the Authority has been low by the underutilization of other professional in the built industry which we believe has over the years encouraged and promoted quackery in the built industry due to improper monitoring and supervision of construction works, poor vetting and authentication of submitted engineering deliverables and verification of professionals handling construction by the various Authority that are saddled with the responsibility.

” We by this point reiterate that planning and development process are operations done by collective effort of all professional stakeholders in the Built-Industry”.

Engr. Enyinnaya further called for the employment of professional  Engineers into  the engineering service department of the Authority  to  oversee the affairs of the Engineers in the Authority and partnership with the Branch and COREN on project and engineering personnel monitoring, engineering deliverables authentication and supervision to ensure total compliance and adherence to standard and specifications.
